Implementation governance SHALL define repository governance.

Rationale
Repository governance controls how Phase 0 artifacts enter, move within, or leave the implementation baseline.
Defined repository governance preserves distinctions among governed source, generated artifacts, temporary outputs, local developer material, exploratory material, documentation, and other baseline or non-baseline content.

This requirement applies to:

repository structure;

governed source locations;
-
generated-code locations;
-
configuration and script locations;
-
documentation locations; and
-
baseline and non-baseline material.
Verification
Verification SHALL confirm that implementation governance defines repository governance.
Verification activities should include review checks confirming that:

repository locations are governed;
-
baseline and non-baseline material are distinguishable;
-
artifact movement and removal are controlled;
-
cleanup rules are defined; and
-
repository changes requiring review are identifiable.
Traceability
This requirement establishes repository-level governance for the Phase 0 implementation baseline.
