Rationale
Repository workflow requirements control how implementation artifacts enter, change within, and leave the Phase 0 implementation baseline.
Defined workflow protects the baseline from uncontrolled prototype code and preserves distinctions among governed source, generated artifacts, temporary material, local developer artifacts, and non-baseline material.

Verification
Verification SHALL confirm that the Developer Handbook defines repository workflow requirements.
Verification activities should include review checks confirming that:

baseline and non-baseline material are addressed;

generated artifact handling is addressed;
-
review and contribution conventions are addressed; and
-
cleanup and exclusion rules are addressed.
