The Phase 0 Implementation Profile / PSM SHALL define an Implementation Governance Model.

Rationale
A defined Implementation Governance Model establishes how Phase 0 implementation artifacts are owned, versioned, reviewed, changed, generated, and accepted into the implementation baseline.
The model protects the relationship between the FX Demo Logical Profile and its Phase 0 implementation realizations by preventing uncontrolled implementation changes from altering logical meaning.

This requirement applies to:

scripts; and
-
repository and review activities.
Verification
Verification SHALL confirm that the Phase 0 Implementation Profile / PSM defines an Implementation Governance Model.
Verification activities should include review checks confirming that:

implementation ownership is addressed;
-
versioning and compatibility are addressed;
-
change control is addressed;
-
generated-artifact and repository governance are addressed; and
-
Developer Handbook governance is addressed.
Traceability
This requirement establishes the governance framework for the Phase 0 implementation baseline.
