Implementation governance SHALL define implementation ownership.

Part 4, Section 21.13: Implementation Governance Requirements.

Implementation ownership identifies responsibility for maintaining Phase 0 implementation artifacts and preserving their relationship to the logical elements or implementation concerns they support.

Defined ownership allows reviewers to determine who is responsible for changes, maintenance, approval, and continued traceability.

This requirement applies to:

  • governed source artifacts;
  • IDL files and generated artifacts;
  • DDS Topic and QoS mappings;
  • configuration artifacts;
  • scripts; and
  • implementation documentation.

Verification SHALL confirm that implementation governance defines implementation ownership.

Verification activities should include review checks confirming that:

  • ownership responsibilities are defined;
  • governed artifact categories have identifiable ownership expectations;
  • review authority can be identified; and
  • ownership remains distinguishable from logical ownership defined by Part 3.

This requirement establishes responsibility for maintaining governed Phase 0 implementation artifacts.
