Statement
Each governed implementation artifact SHALL identify the responsible owner, owning role, or review authority according to the Developer Handbook and repository workflow.

Rationale
Governed implementation artifacts require identifiable responsibility so that maintenance, review, change approval, and traceability obligations are not ambiguous.
Allowing responsibility to be expressed as an owner, owning role, or review authority accommodates different artifact categories while preserving accountability.
Applies To
This requirement applies to:

governed source artifacts;
-
generated artifacts;
-
configuration artifacts;
-
scripts;
-
repository and traceability artifacts; and
-
implementation documentation.
Verification
Verification SHALL confirm that each governed implementation artifact identifies an applicable responsible owner, owning role, or review authority.
Verification activities should include review checks confirming that:

responsibility information is present;
-
the identified responsibility conforms to Developer Handbook rules;
-
repository workflow supports the identified authority; and
-
artifacts without identifiable responsibility do not enter the baseline.
Traceability
This requirement connects governed implementation artifacts to the responsibility model defined by Phase 0 implementation ownership.
