Implementation governance SHALL define implementation change control.

Rationale
Implementation change control ensures that changes to Phase 0 artifacts, mappings, configuration, scripts, repository structure, and handbook rules are reviewed before altering the approved baseline.
Controlled change prevents local implementation decisions from silently affecting compatibility, traceability, logical relationships, or later deployment and evidence planning.

scripts;

repository structure; and

Developer Handbook rules.
Verification
Verification SHALL confirm that implementation governance defines implementation change control.
Verification activities should include review checks confirming that:

change requests identify affected artifacts;
-
change rationale is recorded;
-
compatibility and traceability impacts are reviewed;
-
applicable handbook impacts are reviewed; and
-
review outcomes are recorded.
