Statement
No Phase 0 implementation artifact SHALL enter the implementation baseline unless the applicable Developer Handbook rules exist and reviewers can apply them.

Rationale
An implementation artifact should not become part of the controlled Phase 0 baseline before the rules needed to evaluate it are defined.
This requirement prevents unreviewable or uncontrolled artifacts from acquiring baseline status and ensures that contributors and reviewers operate under an established development discipline.

This requirement applies to:

hand-authored source artifacts;

generated artifacts;

configuration artifacts;
-
scripts;
-
repository contributions; and
-
implementation documentation.
Verification
Verification SHALL confirm that every Phase 0 baseline artifact is covered by applicable Developer Handbook rules that reviewers can apply.
Verification activities should include review checks confirming that:

applicable handbook rules exist;
-
applicable review criteria exist;
-
the artifact has been reviewed against those criteria; and
-
artifacts lacking applicable rules remain outside the baseline.
Traceability
This requirement connects baseline acceptance to the approved Developer Handbook and review process.
