Statement
The Developer Handbook SHALL remain subordinate to the Phase 0 Implementation Profile / PSM.

Rationale
The Developer Handbook translates Part 4 implementation requirements into practical contributor rules. It is not an independent architectural or implementation-profile authority.
Keeping the handbook subordinate to the Phase 0 Implementation Profile / PSM ensures that handbook rules remain aligned with Part 4 and cannot override implementation mappings or requirements.

This requirement applies to:

the Phase 0 Developer Handbook;

handbook rules and conventions;

handbook change control; and
-
implementation review.
Verification
Verification SHALL confirm that the Developer Handbook remains subordinate to the Phase 0 Implementation Profile / PSM.
Verification activities should include review checks confirming that:

handbook rules implement or support Part 4 requirements;
-
handbook rules do not override Part 4;
-
conflicts are resolved in favor of the approved implementation profile; and
-
handbook changes are reviewed against applicable Part 4 requirements.
Traceability
This requirement establishes the authority relationship between the Phase 0 Implementation Profile / PSM and the Developer Handbook.
