The Developer Handbook SHALL remain subordinate to the Phase 0 Implementation Profile / PSM.

Part 4, Section 21.11: Developer Handbook Requirements.

The Developer Handbook translates Part 4 implementation requirements into practical contributor rules. It is not an independent architectural or implementation-profile authority.

Keeping the handbook subordinate to the Phase 0 Implementation Profile / PSM ensures that handbook rules remain aligned with Part 4 and cannot override implementation mappings or requirements.

This requirement applies to:

  • the Phase 0 Developer Handbook;
  • handbook rules and conventions;
  • handbook change control; and
  • implementation review.

Verification SHALL confirm that the Developer Handbook remains subordinate to the Phase 0 Implementation Profile / PSM.

Verification activities should include review checks confirming that:

  • handbook rules implement or support Part 4 requirements;
  • handbook rules do not override Part 4;
  • conflicts are resolved in favor of the approved implementation profile; and
  • handbook changes are reviewed against applicable Part 4 requirements.

This requirement establishes the authority relationship between the Phase 0 Implementation Profile / PSM and the Developer Handbook.
