The Phase 0 Developer Handbook SHALL exist and receive approval before Phase 0 coding begins.

The Developer Handbook establishes the development discipline that contributors must follow when producing Phase 0 implementation artifacts.

Requiring the handbook to exist and receive approval before coding begins prevents implementation work from proceeding without agreed rules for source structure, naming, logging, exception handling, traceability, repository workflow, and review.

This requirement applies to:

• the Phase 0 Developer Handbook;
• Phase 0 contributors;
• hand-authored source code;
• generated artifacts;
• scripts and configuration artifacts; and
• implementation review activities.

Verification SHALL confirm that the Phase 0 Developer Handbook exists and has received approval before Phase 0 coding begins.

Verification activities should include review checks confirming that:

• the handbook exists;
• the handbook has an identifiable approval status;
• applicable contributor rules are defined; and
• baseline coding did not precede required handbook approval.

This requirement establishes the approved development-discipline baseline for Phase 0 implementation work.
