Rationale
Review checklists provide a repeatable acceptance mechanism for determining whether implementation artifacts conform to the Phase 0 development baseline.
Defined checklist requirements allow reviewers to consistently assess headers, naming, coding style, logging, exception handling, traceability, repository placement, generation status, and other applicable concerns.

repository review; and
-
acceptance into the Phase 0 implementation baseline.
Verification
Verification SHALL confirm that the Developer Handbook defines review checklist requirements.
Verification activities should include review checks confirming that:

file-header checks are addressed;
-
generated-file checks are addressed;
-
naming and coding-style checks are addressed;
-
logging, exception-handling, and traceability checks are addressed; and
-
baseline-status and repository-location checks are addressed.
Traceability
This requirement establishes the review mechanism used before Phase 0 implementation artifacts enter the approved baseline.
