This section defines the prerequisites that shall be satisfied before Phase 0 implementation work begins. These preconditions ensure that implementation activities proceed within an approved architectural, organizational, and development framework. They establish the required implementation governance, documentation, tooling, repository organization, development conventions, traceability, and review discipline necessary to support consistent implementation while preserving alignment with the FX Demo Logical Profile.
