6.4 Repository Baseline

The Phase 0 repository baseline must exist before coding begins.
The repository baseline identifies the approved directory structure, source-file locations, IDL file locations, generated-code locations, configuration locations, script locations, documentation locations, and review workflow. It also distinguishes governed source artifacts, generated artifacts, temporary build artifacts, local developer artifacts, and documentation artifacts.
The repository baseline must support traceability. Source files, generated files, IDL files, scripts, configuration files, and documentation files must have a defined location and purpose before implementation work begins.
The repository baseline does not, by itself, define the architecture. It organizes the implementation artifacts that realize the architecture.
