6.1 Overview

Phase 0 implementation work must not begin until contributors and reviewers satisfy the defined preconditions.

These preconditions ensure that implementation work starts from a stable architectural baseline, uses approved development conventions, preserves traceability, and avoids uncontrolled prototype code. Phase 0 coding must not begin until the required architectural, repository, generation, logging, exception-handling, and traceability controls are in place.

The preconditions in this section do not define deployment, runtime operation, test execution, or evidence capture. Part 5 addresses those concerns. This section defines the conditions that contributors and reviewers must satisfy before they author, generate, review, accept, or use Phase 0 implementation artifacts as the basis for deployment planning.
