Rationale
Some cross-plane relationships affect governance, release, recovery, auditability, provenance, or evidence. These relationships need traceability so reviewers, implementers, auditors, and governance bodies understand the relationship between architectural purpose and later logical, implementation, deployment, or evidence material.
This requirement supports impact analysis, accountability, reconstruction, and defensibility.
