Statement
Each governed source file SHALL include the standard file header defined by the Developer Handbook.

Rationale
The standard file header provides the metadata needed to understand a governed source artifact's purpose, ownership context, logical or implementation source, modification guidance, and traceability.
Requiring the header supports consistent review and prevents source files from entering the Phase 0 baseline without sufficient governance context.
Applies To
This requirement applies to:

hand-authored source files;

applicable scripts;
-
governed configuration source files where required; and
-
other governed source artifacts covered by the Developer Handbook.
Verification
Verification SHALL confirm that each governed source file includes the required standard file header.
Verification activities should include review checks confirming that:

the file header is present;
-
required header fields are populated;
-
the artifact purpose is identified;
-
applicable traceability information is present; and
-
the header conforms to the Developer Handbook.
