Implementation governance SHALL define Developer Handbook governance.

Part 4, Section 21.13: Implementation Governance Requirements.

The Developer Handbook controls contributor practice and therefore requires governance over its approval, revision, application, and review.

Handbook governance ensures that changes to coding rules, file-header conventions, logging, exception handling, traceability, script usage, repository workflow, or review checklists remain aligned with the Phase 0 Implementation Profile / PSM.

This requirement applies to:

  • the Phase 0 Developer Handbook;
  • handbook revisions;
  • handbook approval;
  • handbook review; and
  • application of handbook rules to implementation artifacts.

Verification SHALL confirm that implementation governance defines Developer Handbook governance.

Verification activities should include review checks confirming that:

  • handbook approval is controlled;
  • handbook changes require review;
  • handbook revisions are identifiable;
  • changes are evaluated against Part 4 requirements; and
  • contributors apply only approved handbook rules to baseline artifacts.

This requirement establishes governance for the Developer Handbook as a subordinate implementation-discipline artifact.
