Statement
Each implementation change SHALL identify the changed artifact, reason for change, affected logical element or implementation concern, compatibility impact, traceability impact, Developer Handbook impact, and review outcome.

Rationale
A Phase 0 implementation change can affect architectural mappings, compatibility, generated artifacts, repository state, contributor rules, or later deployment and evidence planning.
Recording the required change context allows reviewers to understand why the change occurred, what it affects, and whether the resulting baseline remains governed and traceable.
Applies To
This requirement applies to:

source-artifact changes;
-
generated-artifact changes;
-
mapping and configuration changes;
-
repository changes;
-
script changes; and
-
Developer Handbook changes.
Verification
Verification SHALL confirm that each governed implementation change records the required change information.
Verification activities should include review checks confirming that:

the changed artifact is identified;
-
the reason for change is recorded;
-
affected logical or implementation concerns are identified;
-
compatibility, traceability, and handbook impacts are recorded; and
-
the review outcome is recorded.
Traceability
This requirement establishes the change record needed to preserve implementation governance and traceability across Phase 0 baseline revisions.
