Rationale
The Logical Control Plane provides the architectural foundation for coordinating the behavior of Logical Nodes. Separating operational coordination from information exchange and governance preserves a clear separation of architectural concerns while supporting platform-independent control interactions.

Verification
Verification SHALL confirm that the Logical Control Plane supports operational coordination among Logical Nodes.
Verification activities should include review checks confirming that:

control interactions remain platform independent; and

implementation technologies do not redefine the Logical Control Plane.
