===== Rationale =====

The Logical Control Plane provides the architectural foundation for coordinating the behavior of Logical Nodes. Separating operational coordination from information exchange and governance preserves a clear separation of architectural concerns while supporting platform-independent control interactions.

This requirement applies to the Logical Control Plane.

It applies specifically to:

  * Logical Control Plane;
  * Logical Nodes;
  * Control interactions; and
  * Logical Interaction Patterns.

===== Verification =====

Verification SHALL confirm that the Logical Control Plane supports operational coordination among Logical Nodes.

Verification activities should include review checks confirming that:

  * operational coordination responsibilities are assigned to the Logical Control Plane;
  * participating Logical Nodes are identified;
  * control interactions remain platform independent; and
  * implementation technologies do not redefine the Logical Control Plane.
