Statement
The DIDO-TE SHALL record each Node resource-control action identified for retention by the governing Test Definition.

Rationale
Recording Node resource control preserves the resource assignments, controls, allocations, restrictions, modifications, exceptions, releases, and resulting conditions identified by the governing Test Definition.
A resource-control record identifies the Node, resource, governing condition, responsible authority, control action, time, sequence, source state, intended effect, actual effect, resulting state, and affected Test Executions.
Resource-control records support reconstruction of the conditions under which a Node operated. They also demonstrate whether the Node received the required resources, remained within specified limits, and released resources when required.
A summary or Test Result does not replace the underlying resource-control records required for retention. Those records support independent evaluation of resource-related findings, Test Execution Exceptions, and Evidence.
Incomplete, altered, inconsistently timed, misattributed, or untraceable records prevent the DIDO-TE from demonstrating how resource controls affected Node behavior and Test Execution conditions.

The DIDO-TE detects a missing, incomplete, duplicated, altered, out-of-sequence, ambiguously timed, misattributed, or unauthorized resource-control record.

A material correction to a resource-control record produces a distinguishable revision and preserves the prior record.

The DIDO-TE protects resource-control records from unauthorized alteration, disclosure, or deletion.

The DIDO-TE preserves each resource-control record for the retention period specified by the governing Test Definition.

The DIDO-TE supports reconstruction of Node resource control from establishment through allocation, use, exception handling, and release.

The DIDO-TE maintains Traceability among the Node identity, resource identity, governing Test Definition, governing Test Procedure, resource controls, allocations, observed use, control actions, exceptions, releases, Test Executions, Test Results, and resulting Evidence.

A missing, incomplete, inaccurate, altered, unauthorized, ambiguous, misattributed, prematurely removed, or untraceable Node resource-control record constitutes nonconformance with this requirement.
