SIP-053 — Governance and Jurisdictional Authority Description
Statement
The Submission SHALL describe the lifecycle Governance mechanisms applicable to structural, semantic, and interpretive Artifacts and the architectural mechanisms by which each Jurisdiction retains Authority over structural and semantic definitions within its operational boundary.
Rationale
Structural, semantic, and interpretive Artifacts may evolve under different authorities, schedules, policies, and lifecycle processes. The Submission must explain how those Artifacts are identified, versioned, reviewed, approved, applied, deprecated, and superseded.
The architecture must also preserve the ability of each Jurisdiction to govern the structural and semantic definitions applicable within its operational boundary. Participation in cross-jurisdictional operations must not silently transfer that Authority or impose another Jurisdiction’s definitions without an authorized Governance decision.
Evaluation Criteria
A conforming Submission demonstrates that:
-
Lifecycle Governance mechanisms for structural Artifacts are described
-
Lifecycle Governance mechanisms for semantic Artifacts are described
-
Lifecycle Governance mechanisms for interpretive Artifacts are described
-
Authorities responsible for governing each Artifact category can be identified
-
Artifact identity, version, status, applicability, and provenance can be represented
-
Review, approval, publication, deprecation, and supersession processes are described
-
Each participating Jurisdiction and its operational boundary can be identified
-
The structural definitions governed by each Jurisdiction can be identified
-
The semantic definitions governed by each Jurisdiction can be identified
-
Authority over structural and semantic definitions remains attributable to the governing Jurisdiction
-
Cross-jurisdictional mappings or agreements do not silently replace a Jurisdiction’s authoritative definitions
-
Conflicts among applicable definitions can be detected, recorded, and referred to the appropriate Authority
-
Governance decisions and authorized exceptions can be preserved with provenance and traceability

Notes for Editors
SIP-053 governs the required Governance and jurisdictional Authority description. The requirements listed under Required Coverage govern the underlying lifecycle and jurisdictional capabilities.
This requirement does not assign Authority to SIP-RA or prescribe which organization governs a particular structural or semantic definition. It requires the proposed Reference Architecture to represent and preserve the applicable Authority.
