SIP-010 — Structural Artifact Lifecycle Governance
Statement
The Governance Model SHALL define lifecycle controls for structural Artifacts.
Rationale
Structural Artifacts define how Data elements are identified, organized, related, constrained, and represented. Changes to these Artifacts can affect validation, transformation, exchange, processing, and Interpretation across multiple Systems and Domains.
Lifecycle Governance ensures that structural Artifacts change through identified authorities and controlled processes. It also preserves the versions, status, provenance, and applicability needed to determine which Structure governed a particular exchange or Interpretation.
Evaluation Criteria
The Submission satisfies this requirement when the Governance Model:
-
Identifies the structural Artifacts subject to lifecycle Governance
-
Defines lifecycle states applicable to structural Artifacts
-
Identifies the Authority responsible for approving lifecycle transitions
-
Supports creation, review, approval, publication, revision, supersession, and retirement
-
Assigns a persistent identity and identifiable version to each governed Artifact
-
Preserves provenance and change history
-
Defines the applicability and status of each version
-
Supports Traceability from an information exchange or Interpretation to the applicable structural Artifact version

This requirement defines architectural lifecycle capabilities. It does not prescribe a particular repository, registry, workflow product, or configuration-management technology.
