6.4.5 Governance and Authority

Return to Required Submission Content

Lifecycle Governance and jurisdictional Authority govern how structural, semantic, and interpretive Artifacts are defined, versioned, approved, applied, and controlled within the proposed Reference Architecture.

Requirement Statement
SIP-053 — Governance and Jurisdictional Authority Description

The Submission SHALL describe the lifecycle Governance mechanisms applicable to structural, semantic, and interpretive Artifacts and the architectural mechanisms by which each Jurisdiction retains Authority over structural and semantic definitions within its operational boundary.

The description required by SIP-053 includes the architectural information governed by the following requirements:

Requirement Required Governance Information
SIP-010 — Structural Artifact Lifecycle Governance Lifecycle controls for structural Artifacts
SIP-011 — Semantic Artifact Lifecycle Governance Lifecycle controls for semantic Artifacts
SIP-012 — Interpretive Artifact Lifecycle Governance Lifecycle controls for interpretive Artifacts
SIP-014 — Jurisdictional Control of Structural Definitions Jurisdictional Authority over structural definitions within an operational boundary
SIP-015 — Jurisdictional Control of Semantic Definitions Jurisdictional Authority over semantic definitions within an operational boundary
SIP-049 — Architectural Concern and Lifecycle Description Separation, coordination, definition, versioning, and lifecycle Governance of structural, semantic, and interpretive Artifacts

The link to SIP-053 provides temporary access to its Annex C requirement page while that record is being created and reviewed.

After the record is complete, replace the locally maintained Statement with a transclusion of its authoritative Statement.

SIP-010 through SIP-012 govern the underlying Artifact lifecycles. SIP-014 and SIP-015 govern jurisdictional control. SIP-049 requires the general architectural concern and lifecycle description.

SIP-053 brings those requirements together as a required Governance and jurisdictional Authority description without replacing or renumbering their authoritative requirements.

The Required Coverage table provides a nonnormative summary. The corresponding Annex C requirement records remain authoritative.
