SIP-012 — Interpretive Artifact Lifecycle Governance

The Governance Model SHALL define lifecycle controls for interpretive Artifacts.

Interpretive Artifacts define or support the rules, calculations, classifications, transformations, reasoning, or decision logic applied to structured information. Changes to these Artifacts can change an outcome even when the input Data, Structure, and Semantics remain unchanged.

Lifecycle Governance ensures that interpretive Artifacts change through identified authorities and controlled processes. It also preserves the versions, status, provenance, and applicability needed to explain and reproduce an Interpretation.

The Submission satisfies this requirement when the Governance Model:

  1. Identifies the interpretive Artifacts subject to lifecycle Governance
  2. Defines lifecycle states applicable to interpretive Artifacts
  3. Identifies the Authority responsible for approving lifecycle transitions
  4. Supports creation, review, approval, publication, revision, supersession, and retirement
  5. Assigns a persistent identity and identifiable version to each governed Artifact
  6. Preserves provenance and change history
  7. Defines the context, applicability, and status of each version
  8. Identifies dependencies on applicable Data, Structures, Semantics, and Policies
  9. Supports Traceability from an Interpretation to the applicable interpretive Artifact version

Interpretive Artifacts may include rules, algorithms, expressions, decision tables, classification criteria, transformation instructions, Policy logic, and reasoning Models.

This requirement governs the lifecycle of interpretive Artifacts. SIP-013 — Reproducible Interpretation addresses the conditions needed to reproduce their application.
