16. Exception Handling

This section defines how the Phase 0 Baseline handles errors, exceptions, failures, degraded behavior, and recovery. Exception handling should make failures visible, diagnosable, and reviewable. It should not hide errors or allow the Node network to appear healthy when required behavior has failed.
