The Policy and Release Plane SHALL support policy-governed release without requiring all protected information to pass through a single central policy mechanism.

The Policy and Release Plane supports governed release across distributed Nodes, authorities, and jurisdictions. A single central policy mechanism creates architectural concentration and conflicts with distributed governance, sovereignty, residency, and resilience concerns.

This requirement preserves distributed policy-governed release at the conceptual level and allows later logical realization through multiple policy enforcement, decision, administration, information, obligation, release, and audit capabilities.

This requirement applies to Policy and Release Plane definitions and references within the Conceptual Architecture.

It applies specifically to:

• Policy-governed release
• Protected information
• Distributed policy mechanisms
• Sovereignty and residency concerns
• Release governance

Verification SHALL confirm that the Policy and Release Plane supports policy-governed release without requiring all protected information to pass through a single central policy mechanism.

Verification activities include review checks confirming that:

• Policy-governed release does not require a single central mechanism
• Protected information handling supports distributed governance
• Policy and Release Plane descriptions preserve distributed policy concepts
• Later logical profiles support distributed policy capabilities without redefining the conceptual plane
