Statement
The Policy and Release Plane SHALL support policy-governed release without requiring all protected information to pass through a single central policy mechanism.

Rationale
The Policy and Release Plane supports governed release across distributed Nodes, authorities, and jurisdictions. A single central policy mechanism creates architectural concentration and conflicts with distributed governance, sovereignty, residency, and resilience concerns.
This requirement preserves distributed policy-governed release at the conceptual level and allows later logical realization through multiple policy enforcement, decision, administration, information, obligation, release, and audit capabilities.
