The Phase 0 Implementation Profile / PSM SHALL define Policy and Release Plane realization for policy decisions, release packages, release obligations, and authorized oversight consumption.

Part 4, Section 21.7: Runtime Plane Realization Requirements.

The Policy and Release Plane separates governed release decisions and external release concerns from internal Data Plane availability.

Defining a Phase 0 realization preserves this distinction and provides implementation support for policy decisions, release packages, obligations, and authorized oversight consumption without treating later distributed policy capabilities as part of the Phase 0 baseline.

This requirement applies to:

  • policy decision exchanges;
  • release package exchanges;
  • release obligations;
  • authorized oversight consumption; and
  • applicable implementation participants and QoS profiles.

Verification SHALL confirm that the Phase 0 Implementation Profile / PSM defines a Policy and Release Plane realization for the specified concerns.

Verification activities should include review checks confirming that:

  • policy decisions are represented;
  • release packages are represented;
  • release obligations are represented where applicable;
  • authorized oversight consumption is distinguishable from internal Data Plane access; and
  • Phase 0 does not implicitly require later-phase distributed policy capabilities.

This requirement establishes the Phase 0 realization of the FX Logical Policy and Release Plane.
