The Phase 0 Implementation Profile / PSM SHALL NOT define the final implementation architecture for all later development phases.

Phase 0 establishes a phase-specific implementation baseline rather than a permanent implementation architecture. Later development phases may introduce additional capabilities, technologies, mappings, governance mechanisms, or implementation patterns.

Restricting Phase 0 to its selected scope prevents current implementation decisions from unnecessarily constraining later development phases.

This requirement applies to:

  • the scope of the Phase 0 Implementation Profile / PSM;
  • Phase 0 implementation mappings;
  • Phase 0 technology selections;
  • Phase 0 implementation constraints; and
  • planning for later implementation profiles.

Verification SHALL confirm that the Phase 0 Implementation Profile / PSM does not claim to define the final implementation architecture for all later development phases.

Verification activities should include review checks confirming that:

  • Phase 0 implementation choices are identified as phase-specific;
  • later-phase capabilities are not treated as mandatory Phase 0 capabilities;
  • the profile permits controlled evolution through later implementation profiles; and
  • Phase 0 does not preclude compatible later-phase extensions.

This requirement establishes the boundary between the Phase 0 implementation baseline and later implementation profiles.
