Statement
The Logical Policy and Release Plane SHALL support governed access, disclosure, safeguarding, redaction, transformation, marking, obligations, and release of FX information.

Rationale
The Logical Policy and Release Plane provides the architectural capability for governing how FX information is accessed, transformed, protected, disclosed, and released. It supports policy-driven management of information throughout its lifecycle while remaining independent of implementation technologies, security products, or deployment mechanisms.
Maintaining governance and release activities within a dedicated Runtime Plane preserves separation of concerns and ensures that policy enforcement remains distinct from operational coordination, information exchange, observability, and audit responsibilities.

This requirement applies to the Logical Policy and Release Plane defined by the FX Demo Logical Profile.
It applies specifically to:

policy enforcement;

release management;

Runtime Plane architecture;

architectural governance; and
-
derived Implementation Profiles.
Verification
Verification SHALL confirm that the Logical Policy and Release Plane supports governed management and release of FX information.
Verification activities should include review checks confirming that:

access and disclosure are governed;
-
safeguarding, redaction, transformation, and marking are supported;
-
obligations and release activities are supported;
-
governance responsibilities remain separate from other Runtime Plane responsibilities; and
-
implementation technologies are not prescribed.
Traceability
This requirement defines the architectural responsibility of the Logical Policy and Release Plane within the FX Runtime Plane model.
