NOD-009a — Establish Node Resource Controls
Statement
The DIDO-TE SHALL establish the controls specified by the governing Test Definition for the resources used by each Node.

Rationale
Establishing Node resource controls identifies the resources assigned to a Node and the conditions governing their allocation, availability, access, use, modification, retention, and release.
Resources include Test Resources and the computing, processing, memory, storage, communication, service, interface, credential, and external resources identified by the governing Test Definition.
The governing Test Definition identifies each controlled resource and specifies its authorized quantity, capacity, rate, duration, priority, access restrictions, sharing conditions, and release conditions. The governing Test Procedure specifies the actions used to apply and remove those controls.
Resource controls establish the conditions under which the Node operates before the DIDO-TE allocates a resource or permits the Node to use it. This prevents an unconfigured or uncontrolled resource from changing the intended conditions of a Test Execution.
The DIDO-TE associates each resource control with the Node, Test Environment, Test Executions, and authority governed by that control. Incorrectly scoped or misattributed controls may affect unrelated Nodes or allow unauthorized resource use.

The DIDO-TE uniquely identifies the Node governed by each resource control.

The DIDO-TE establishes each resource control before allocating the controlled resource to the Node.

The DIDO-TE associates each resource control with the governing Test Definition and Test Procedure.

The DIDO-TE prevents a resource without the required controls from being allocated to the Node.

The DIDO-TE prevents a resource control from unnecessarily restricting an unrelated Node or Test Execution.

The DIDO-TE detects a missing, incomplete, conflicting, incorrectly configured, incorrectly scoped, unauthorized, or bypassed resource control.

The DIDO-TE identifies the actual state of a resource when establishment of its control is unsuccessful.

The DIDO-TE maintains Traceability among the Node identity, resource identity, governing Test Definition, governing Test Procedure, resource controls, Test Environment, Test Executions, and resulting Evidence.

A missing, incomplete, conflicting, incorrectly configured, incorrectly scoped, unauthorized, bypassed, or untraceable Node resource control constitutes nonconformance with this requirement.
