Return to Phase 0 Non-Goals

Phase 0 does not implement full ACTUS processing. It may prepare the repository, Node pattern, Data Structure Definitions, naming conventions, generated Artifacts, and build/run discipline needed to support later ACTUS work.

If Phase 0 includes ACTUS-related placeholders, tests, or simple message flows, the team should mark them clearly. A placeholder should not imply full ACTUS computation, full contract coverage, full cash-flow generation, or complete validation against ACTUS semantics.

Later phases may add ACTUS libraries, contract models, cash-flow computation, validation rules, test data, and acceptance evidence for specific ACTUS use cases.
