15.11 Repository Workflow Requirements

The Developer Handbook must define repository workflow requirements for Phase 0.
Repository workflow requirements must cover:

Approved repository structure

Baseline and non-baseline material

Branch or working-copy expectations where applicable

Generated artifact handling

Script execution expectations

Configuration changes
-
IDL changes
-
Review requirements
-
Traceability checks
-
Commit or contribution conventions

Cleanup rules

Exclusion rules for temporary or local artifacts
The repository workflow must prevent uncontrolled prototype code from entering the Phase 0 implementation baseline. It must also preserve the distinction among governed source artifacts, generated artifacts, temporary artifacts, local developer artifacts, and documentation artifacts.
