The Conceptual Architecture SHALL distinguish Semantics from Interpretation.

Rationale
Semantics identifies meaning. Interpretation applies meaning within a context, purpose, authority, rule set, or decision process. Treating semantics and interpretation as the same concern obscures the difference between what information means and how a participant, authority, system, or process applies that meaning.
This requirement supports governed interpretation and prevents semantic definitions from being confused with interpretive actions or decisions.
