Implementation governance SHALL NOT replace Part 3 logical governance.

Part 4, Section 21.13: Implementation Governance Requirements.

Part 3 governs the FX Demo Logical Profile, while Part 4 governs Phase 0 implementation artifacts and implementation mappings.

Keeping these governance responsibilities separate prevents implementation-level review, ownership, versioning, or change control from redefining logical architectural meaning.

This requirement applies to:

• implementation ownership;
• implementation versioning;
• implementation compatibility;
• implementation change control;
• generated artifact governance;
• repository governance; and
• Developer Handbook governance.

Verification SHALL confirm that Phase 0 implementation governance does not replace or override Part 3 logical governance.

Verification activities should include review checks confirming that:

• logical definitions remain governed by Part 3;
• logical ownership remains governed by Part 3;
• logical change control remains governed by Part 3;
• implementation governance remains limited to Part 4 implementation concerns; and
• changes to logical meaning are not introduced through implementation governance.

This requirement preserves the governance boundary between the Part 3 FX Demo Logical Profile and the Part 4 Phase 0 Implementation Profile / PSM.
