SIP-038 — Nonduplication of Existing Capabilities
Statement
The proposed Reference Architecture SHALL NOT redefine or duplicate capabilities standardized by existing OMG information-exchange, Interoperability, or semantic-Federation specifications.
Rationale
Redefining or duplicating standardized capabilities creates overlapping responsibilities, inconsistent terminology, competing conformance requirements, and potential incompatibilities among OMG specifications.
The proposed Reference Architecture should reference, reuse, or define integration points with existing capabilities while limiting its normative scope to architectural Governance, structural abstraction, and the relationships required to coordinate those concerns.
Evaluation Criteria
A conforming Submission demonstrates that:
-
Relevant existing OMG specifications and their capabilities are identified
-
The proposed Reference Architecture does not redefine capabilities within the established scope of those specifications
-
Functionally equivalent capabilities are not introduced under different names
-
Referenced capabilities retain their meanings and normative ownership
-
Dependencies on existing capabilities are explicitly identified
-
Integration points or mappings are used where interaction with an existing capability is required
-
Any proposed new capability is shown to address an architectural need not already standardized by an applicable OMG specification

Notes for Editors
SIP-026 prohibits replacing, superseding, or modifying existing OMG specifications. SIP-034 protects existing transport, information-exchange, message-exchange, and message-layer constructs. SIP-038 prohibits functional duplication across existing information-exchange, Interoperability, and semantic-Federation specifications.
