The Governed Node Service Market operates as a policy-constrained market for governed work. It does not assign work merely because a Node exists, connects to the environment, or offers the lowest cost. It assigns work only when the relevant participant, Node, governed function, qualification status, Non-Functional Characteristics, policy constraints, evidence obligations, and market rules support the assignment.
