Return to Phase 0 Non-Goals

Phase 0 does not implement full IEF policy enforcement.

Phase 0 may identify where policy-controlled release, visibility, external exchange, sovereignty-aware movement, residency-aware movement, metadata views, aggregate views, or release evidence will matter in later phases. It does not provide the full machinery for policy evaluation, controlled disclosure, cross-jurisdictional access, distributed Policy Enforcement Points, replicated Policy Decision Points, Policy Administration Point capabilities, Policy Information Point capabilities, local policy caches, authorized release packages, recipient-specific release products, or external oversight distribution.

Phase 0 should keep Control Plane and Data Plane separation clear so that later policy enforcement can attach to well-defined Nodes, Data Structure Definitions, catalogues, logs, release points, and Evidence locations. Phase 0 implementation choices should not require all protected information to pass through a single central policy server or gateway.

Later phases may add policy semantics, release governance, access controls, authorization workflows, metadata or aggregate view builders, release gateways, external packaging, obligations, and Evidence needed to support IEF-inspired or IEF-aligned operation.
