The Phase 0 Developer Handbook defines practical development rules for contributors. It does not replace the Phase 0 Implementation Profile / PSM.

The handbook defines file-header rules, generated-file markings, coding style, naming conventions, logging conventions, Exception Handling patterns, Repository Workflow, script usage, and review checklists. These rules help contributors apply Part 4 consistently.

Part 4 defines the implementation profile, implementation mappings, implementation artefact categories, governance model, Traceability model, rules, constraints, and requirements. The handbook remains subordinate to Part 4.
