17.7 Repository Governance

Repository governance controls how Phase 0 artifacts enter, move within, or leave the repository baseline.

Repository governance applies to:

  1. Directory structure
  2. Governed source locations
  3. Generated-code locations
  4. Configuration locations
  5. Script locations
  6. Documentation locations
  7. Traceability artifact locations
  8. Temporary artifact exclusion
  9. Non-baseline material
  10. Review workflow
  11. Cleanup rules

Repository governance must preserve the distinction among governed source artifacts, generated artifacts, temporary build outputs, local developer artifacts, exploratory material, and approved documentation.

A repository change that affects artifact location, generation, execution, traceability, review, or baseline status requires review under the implementation governance model.
