Phase 0 implementation ownership identifies responsibility for maintaining implementation artifacts and preserving their traceability to the applicable logical elements.

Each governed implementation artifact must identify the responsible owner, owning role, or review authority according to the Developer Handbook and repository workflow.
Implementation ownership does not redefine logical ownership. Logical ownership remains governed by Part 3. Implementation ownership identifies who controls the Phase 0 artifact that realizes or supports the logical element.
