11.5 Policy and Release Plane Realization

The Phase 0 implementation realizes the FX Logical Policy and Release Plane through implementation artifacts that evaluate release conditions and prepare authorized release information.

Policy and Release Plane realization includes:

  • policy decision requests or policy evaluation triggers;
  • policy decision production;
  • release eligibility determination;
  • redaction or transformation context where Phase 0 requires it;
  • release package preparation;
  • release obligation recording;
  • authorized oversight consumption; and
  • traceability from release artifacts to source information, policy decisions, obligations, and recipient context.

Phase 0 maps policy and release information primarily to DDS Topics such as Policy.FX.PolicyDecision and Policy.FX.ReleasePackage.

Policy and Release Plane artifacts govern external disclosure or controlled movement of FX information. Internal Data Plane availability does not authorize release. The Phase 0 implementation must preserve the distinction between internal FX information exchange and authorized external release.
