The Control Plane SHALL support operational coordination among Nodes.

The Control Plane provides the conceptual runtime plane for operational coordination among Nodes. It supports the architecture’s need to coordinate participants without treating coordination as domain data exchange, health observation, policy release, or audit provenance.

This requirement preserves the Control Plane as a distinct conceptual purpose within the runtime architecture.

This requirement applies to Control Plane definitions and references within the Conceptual Architecture.

It applies specifically to:

• Operational coordination
• Node coordination
• Control relationships
• Runtime coordination behavior
• Control Plane traceability

Verification SHALL confirm that the Control Plane supports operational coordination among Nodes.

Verification activities include review checks confirming that:

• Control Plane descriptions identify operational coordination
• Control Plane descriptions relate coordination to Nodes
• Control Plane descriptions remain distinct from Data Plane exchange
• Control Plane descriptions remain distinct from implementation-specific control mechanisms
