Rationale
The Health and Observability Plane provides the conceptual runtime plane for observing operational condition and behavior. It separates observation from domain information exchange, operational coordination, policy release, and audit provenance.
This requirement supports later logical and implementation mappings for health, status, metrics, events, and observability without making those mechanisms the conceptual definition.
