Submissions SHOULD propose full specifications for all relevant requirements detailed in Section 6 Specific Requirements on Proposals.

Submissions that do not present complete proposals may be at a disadvantage.

Submitters are encouraged to include any non-mandatory features listed in Section 6 Specific Requirements on Proposals.
