The Governance Model SHALL allow each Jurisdiction to retain Authority over the structural definitions applicable within its operational boundary.
Organizations, governments, regulatory bodies, security authorities, and other Jurisdictions may establish different structural definitions for information under their Authority. Federation requires those definitions to be related without silently replacing one Jurisdiction’s Structure with another’s.
Preserving jurisdictional control allows participating Jurisdictions to cooperate while retaining Authority over their own schemas, field definitions, constraints, profiles, and related structural Artifacts.
The Submission satisfies this requirement when the Governance Model:
The Reference Architecture does not grant or determine legal, regulatory, organizational, or sovereign Authority. It represents the Authority asserted or established by the applicable Governance context.
Consider replacing “allow each Jurisdiction to retain Authority” in the Statement with “represent and preserve each Jurisdiction’s Authority.” The latter wording more precisely describes the responsibility of an architectural Model.
