A Submission provides the specification material needed to evaluate the proposed Reference Architecture against the requirements of this RFP.

SIP-042 establishes the required completeness of the submitted specification. SIP-043 permits the specification to be organized as one integrated document but does not require that document organization.
If Section 6.4 has no subordinate pages, remove the sentence introducing the subsections and the Indexmenu statement.
