SIP-016 — Cross-Jurisdictional Integration

The integration Model SHALL define modular constructs supporting operations across Jurisdictional boundaries.

Participating Jurisdictions may maintain different Structures, Semantics, Policies, Interpretations, authorities, and implementation technologies. Cross-jurisdictional operations require mediating these differences without forcing every participant to adopt a single internal model or surrender control of its authoritative information.

Modular integration constructs allow mappings, transformations, mediation functions, and agreements to be composed according to the Jurisdictions participating in a particular operation. They also allow individual capabilities to evolve or be replaced without redesigning the entire federation.

The Submission satisfies this requirement when the integration Model:

  1. Represents the Jurisdictions participating in an operation
  2. Identifies the Jurisdictional boundaries crossed by structured information
  3. Defines modular constructs for mediating cross-boundary interactions
  4. Supports applicable structural, semantic, and interpretive mappings
  5. Associates Interface Contracts and Governance constraints with the crossing
  6. Preserves the identity, provenance, and Authority of information received from each Jurisdiction
  7. Supports replacement or revision of an integration construct without requiring redesign of unrelated constructs
  8. Identifies unresolved conflicts for disposition by the appropriate Authority
  9. Avoids silently imposing one Jurisdiction’s definitions or Policies on another

Cross-jurisdictional integration does not require participating Jurisdictions to use identical Structures, Vocabularies, Policies, or implementation platforms.

The Reference Architecture must support federation while preserving the Authority and provenance associated with each participating Jurisdiction.
