GPR-015 — Multiple Conforming Implementation Approaches
Statement
The proposed specification SHALL permit multiple implementation approaches capable of satisfying its normative requirements.
Requirement Level
Mandatory
Rationale
Permitting multiple conforming implementation approaches preserves implementation flexibility, supports technological innovation, and avoids coupling the specification to a particular product, platform, architecture, or deployment approach.
The specification may define required externally observable behavior, architectural responsibilities, interfaces, constraints, and conformance conditions without prescribing how an implementation realizes them internally.
Evaluation Criteria
A conforming Submission demonstrates that:
* The proposed specification does not prescribe a single implementation approach * Its normative requirements can be satisfied using more than one technology, product, architecture, or deployment approach * Required behavior and responsibilities are defined independently of implementation internals * Implementation examples are identified as nonnormative and are not presented as the only permitted approach * Conformance can be assessed without requiring a particular vendor product or implementation technology

Notes for Editors
This requirement does not require every Submission to provide multiple implementations. It requires the proposed specification to permit multiple conforming implementation approaches.
Normative constraints necessary to provide required behavior, compatibility, security, or Interoperability remain permitted.
