Phase 0 does not fully automate every setup, build, run, validation, Evidence, or deployment activity. It should automate enough to make the baseline repeatable and reviewable, but it may still require documented manual steps.

The team should document any manual step that affects reproducibility. A manual step that developers repeat often should become a candidate for automation in a later phase.

Later phases may expand automation through setup scripts, package manager commands, CI runner images, generated checklists, validation reports, deployment scripts, and Evidence packaging.
