15.2 Purpose of the Developer Handbook

The Phase 0 Developer Handbook provides the required development conventions for producing Phase 0 implementation artifacts.

The handbook must help contributors:

  1. Create files with consistent headers and Traceability metadata
  2. Distinguish generated artifacts from hand-authored artifacts
  3. Follow approved naming conventions
  4. Follow approved coding style
  5. Use logging consistently
  6. Handle exceptions consistently
  7. Preserve Runtime Plane distinctions in implementation behavior
  8. Follow repository workflow
  9. Run approved scripts correctly
  10. Avoid uncontrolled prototype code
  11. Prepare artifacts for later deployment, testability, observation, and Evidence planning

The handbook turns implementation discipline into repeatable developer practice.
